Ukraine notes that given the ongoing war, it requires external funding until 2026. This was stated by Gavin Gray, head of the IMF mission in Ukraine, during a discussion at the Center for Economic Strategy.
Gray noted that the government’s budget declaration for 2026-2028 includes two scenarios. If security improves, military spending will amount to 1.8 trillion hryvnias, while in the case of continued war, it will increase by 750-800 billion hryvnias.
'The main question is which scenario we are in? All partners supporting Ukraine are monitoring the situation daily. We see a scenario where more funding may be required,' Gray said.
The head of the IMF mission emphasized the importance of resolving this issue before the presentation of the 2026 budget draft to parliament on September 15.
The main question remains urgent, as Ukraine's future expenses may require additional funding, which will need justification. Stable figures and clear positions are crucial in this matter.
