Corruption Case Involving Former Ukrainian Defense Ministry Official

Ukraine's National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) have served a second notice of suspicion to a former acting head of the Defense Ministry's Central Territorial Department. The official is accused of soliciting a bribe from a developer in June 2024, allegedly promising to rig a tender for the construction of a residential complex in Kyiv for military personnel and their families. This case highlights the persistent challenges of corruption within state institutions, even in sectors critical to national security.

Initially, the bribe was set at $1.1 million, but the suspect later agreed to reduce the amount to $690,000. To initiate the tender process, the official demanded an upfront payment of $100,000. In August 2025, NABU and SAPO had already notified this same official of a first suspicion for similar actions involving a different developer, where the bribe amounted to $1.3 million. Accomplices in the crime were exposed immediately after receiving part of the funds.

The official has been notified of suspicion under Part 4 of Article 368 of Ukraine's Criminal Code, which stipulates a prison term of 8 to 12 years, a ban on holding public office for up to 3 years, and confiscation of property. This case has generated significant public outcry, underscoring the deep-seated issues of corruption within government structures.
