Doctor Apprehended in Kyiv Clinic
A 41-year-old former doctor has been arrested in Kyiv for demanding a $6,000 bribe from a veteran of the Armed Forces of Ukraine. The bribe was solicited for a state-provided health assessment required to process the veteran's disability claim, a service which is supposed to be free of charge. The arrest took place on the premises of the medical institution as the doctor was receiving the full amount. The victim is a veteran who sustained injuries on the front lines and was officially declared unfit for service in May 2025. This case highlights ongoing challenges with corruption within Ukraine's state institutions, even those serving its defenders.
Legal Repercussions and Broader Investigation
The detained individual has been formally notified of suspicion under Part 5 of Article 27 and Part 3 of Article 368 of the Criminal Code of Ukraine. This offense carries a potential penalty of up to 10 years of imprisonment with confiscation of property. In a related development, law enforcement officials have also served suspicion notices to three other doctors in a separate case involving an uncovered scheme to evade military mobilization in August 2025. Those suspects include a cardiologist, a pulmonologist, and an ultrasound diagnostics doctor.
This incident raises serious concerns about medical ethics and the potential for abuse of official duties, particularly in the context of providing support to veterans who require medical assistance under difficult circumstances. The exposure of such corruption schemes in the medical sector underscores the critical need for continued reforms and enhanced oversight of medical institutions. Ensuring fair access to healthcare for all citizens, especially for those who have sacrificed their health for the nation, remains a paramount issue for Ukrainian society.
