NABU's Case Against Ex-Minister Galushchenko: The Link Between a Sham Divorce and an Offshore Fund

The Investigation into Herman Galushchenko

Former Energy Minister Herman Galushchenko is under investigation by law enforcement on suspicion of money laundering and involvement in a criminal organization. The probe centers on his sham divorce from Olga Bogdanova on September 2, 2022, and the creation of an investment fund on the island of Anguilla. According to Ukraine's National Anti-Corruption Bureau (NABU) and Specialized Anti-Corruption Prosecutor's Office (SAPO), this fund was used to funnel millions of dollars. Investigators have found that Galushchenko's family received substantial sums of money, raising serious suspicions. This case is part of a broader crackdown on corruption within Ukraine's government, a key issue as the country seeks international support and EU membership.

Herman Galushchenko, who served as Energy Minister, divorced his wife Olga Bogdanova in September 2022 after a marriage that had lasted since 2007. In 2023, Galushchenko had a son named Lev; prior to this, he had declared having two daughters and one son. The divorce's legitimacy is in question, as a prosecutor noted that 'the stated divorce appears to be merely formal in nature.'

Financial Schemes and Arrest

According to NABU, a fund was established in Anguilla in February 2021 with the goal of attracting around $100 million. Management of this investment fund was entrusted to Ivor Omson, a citizen of Seychelles and St. Kitts and Nevis. Over $7.4 million was transferred to the fund's accounts, which were controlled by the suspect's family. Additionally, more than 1.3 million Swiss francs and 2.4 million euros were issued in cash and transferred to the family in Switzerland.

On February 17, an anti-corruption court ordered Herman Galushchenko to be held in custody, with the option of posting bail of 200 million hryvnias. This preventive measure is in effect for 60 days. Galushchenko was detained by NABU detectives on February 15, 2026, while attempting to leave Ukraine.

Beyond Galushchenko, on November 10, 2025, NABU announced suspicions against seven other individuals as part of 'Operation Midas.' They include:

Within the investigation, Galushchenko is also referenced in recordings by the aliases 'The Professor' and 'Sigismund.' In one dialogue from March 3, 2025, his desire to leave Ukraine is discussed, with one participant stating:

"Sigismund dreams of fleeing. He dreams of running off somewhere as an ambassador."

This case continues to draw significant public and law enforcement interest, as it connects Galushchenko's personal life to serious financial crimes. The investigation into Galushchenko highlights ongoing issues of corruption and abuse at high levels of power in Ukraine. It underscores that cooperation between law enforcement and international partners is crucial for uncovering and punishing financial crimes. The situation also emphasizes the need for transparency in the financial activities of public officials and their families, as well as the importance of reforming anti-corruption institutions to ensure justice in the country.
