Former Minister Halushchenko Blocks Disclosure of His Pretrial Detention Conditions

Information Request Denied

The 'Kyiv Pretrial Detention Center' has refused to provide details on the conditions of former minister Herman Halushchenko's confinement. The institution cited a statement from Halushchenko himself, in which he prohibited the disclosure of his personal data. On March 4, 2026, Halushchenko, who has been in custody since February 17 on suspicion of money laundering and involvement in a criminal organization, formally requested the facility's management to withhold information about him, citing its personal nature.

The request for information regarding Halushchenko's conditions was submitted by 'Hlavkom' on February 27, 2026. In response, the head of the detention center, Volodymyr Khalavka, stated that the detainee's personal data is protected. Halushchenko's lawyer, Vitaliy Svirepov, had previously reported on February 26 that his client was being held in a standard cell with three other inmates. Svirepov noted that 'the conditions are ordinary: a toilet and a sink.'

The Halushchenko Case

On March 2, 2026, the Appeals Chamber of the High Anti-Corruption Court upheld the decision to keep Halushchenko in custody. Bail for his release was set at 200 million hryvnias, a sum Halushchenko claims,

"effectively forces me to remain in the pretrial detention center with no possibility of paying it."

Halushchenko was detained on February 15, 2026, by detectives from Ukraine's National Anti-Corruption Bureau (NABU) as he attempted to leave the country. He is accused of money laundering and participation in a criminal organization. This case is part of a wider anti-corruption drive in Ukraine, where high-profile prosecutions are closely watched. Previously, on November 10, 2025, NABU announced suspicions against seven individuals in the 'Midas' case. In wiretapped conversations, the suspects referred to Halushchenko as 'The Professor' and 'Sigismund.'
