Ruslan Svitlyi Stands Trial

Ruslan Svitlyi, the former head of Kyiv City State Administration's Department of Social and Veterans Policy, is now on trial. He is accused of using forged medical documents to fraudulently obtain disability status and illicitly receive state benefits. Prosecutors also suspect him of embezzling funds allocated for palliative care services.

Case Details

According to the investigation, the alleged crimes occurred in 2022. Svitlyi is said to have provided his personal details to third parties to create fake medical records. In September 2022, he was officially granted a second-degree disability status for a two-year period. During this time, he received nearly 305,000 hryvnias in state payments. However, this disability status was revoked in February 2025.

Separately, Svitlyi is suspected of embezzling 75 million hryvnias intended for palliative care. This case has already led to the detention of Hennadii Lepskyi, former deputy director of the city's health department and deputy director of the non-profit municipal enterprise 'Psychiatry'. Several of Svitlyi's own deputies are also among the suspects in this scheme.

This prosecution is part of Ukraine's broader anti-corruption efforts, which have increasingly focused on social welfare and healthcare systems.
