Ruslan Tsalikov Detained
Ruslan Tsalikov, the former First Deputy Minister of Defense of the Russian Federation, has been arrested on suspicion of forming a criminal organization, embezzling state funds, money laundering, and bribery. Russia's Investigative Committee has opened a criminal case against Tsalikov, who held his position from December 24, 2015, to June 17, 2024.
Tsalikov's detention is part of an investigation into a criminal group whose members, between 2017 and 2024, are alleged to have committed:
- embezzlement of budgetary funds;
- legalization of stolen assets;
- bribery.
Tsalikov has been formally charged under Part 3 of Article 210 of the Russian Criminal Code for creating a criminal organization while exploiting his official position. He also faces charges related to 12 counts of embezzlement (Part 4 of Article 160) and 2 counts of bribe-taking (Part 6 of Article 290). This arrest is part of a wider, ongoing anti-corruption drive within Russia's powerful defense and security structures.
Other Arrests Within the Defense Ministry
This follows the recent arrest of Deputy Defense Minister Timur Ivanov on bribery suspicions. On April 24, Moscow's Basmanny Court ordered Ivanov to be held in a pre-trial detention center. Separately, former Deputy Defense Minister Dmitry Bulgakov has also been detained on corruption charges.
As noted by Svetlana Petrenko, a representative of the Russian Investigative Committee, 'the issue of selecting a pre-trial restraint measure for him is being decided.'
Tsalikov's arrest has generated significant public resonance amid continuing investigations into high-level corruption. The detentions of Tsalikov and other senior Russian Defense Ministry officials underscore the severe problem of corruption in the country, particularly concerning military spending and budget management. These events may signal a shift in the state's approach to combating corruption or reveal internal power struggles. Public outrage over corrupt schemes is growing, which could lead to new demands for transparency in state budget expenditures.
