Simplified Procurement of Used Vehicles for the Military
A new decree from Ukraine's Cabinet of Ministers, effective February 17, streamlines the process for military units to acquire used vehicles. This change permits commanders of the Armed Forces of Ukraine to purchase necessary equipment without holding tenders, significantly speeding up the army's ability to secure essential transport. This reform is part of broader efforts to adapt bureaucratic procedures to the urgent demands of wartime.
Under the new regulations, unit commanders or authorized personnel can directly buy used cars from the secondary market, based on their official logistical requirements. The acquisition procedure is adapted to the conditions of martial law, enabling a faster response to unit needs. The vehicle's cost is determined by a property appraisal report, and the appraiser's fee is included in the total purchase price.
List of Eligible Vehicles
The types of vehicles that can be purchased without a tender include:
- minibuses
- off-road passenger cars
- pickup trucks
- motorcycles
- all-terrain vehicles (ATVs)
- quad bikes
- dune buggies
The purchase of vehicles with electric or hybrid powertrains is also permitted. The Ministry of Defence of Ukraine stated:
“A vehicle on the front line is consumable material, and soldiers needed it 'yesterday.' The new decree allows us to meet the transport needs of units much more quickly.” - Ministry of Defence of Ukraine
These changes aim to increase the efficiency of supplying military units, particularly amid active combat where every day can be critical for mission success. The simplified procurement process for used vehicles is a crucial step in equipping the Armed Forces of Ukraine under martial law, allowing for a quicker response to changing needs and faster delivery of essential equipment to the front lines.
