Bill No. 16037-d: Streamlining VAT Processes
The Verkhovna Rada’s Committee on Finance, Taxation, and Customs Policy has recommended that Parliament approve Bill No. 16037-d in its second reading and as a whole. This legislation aims to amend Ukraine’s Tax Code by simplifying the administration of Value Added Tax (VAT). It aligns with Ukraine’s international commitments to the European Union and the International Monetary Fund and stands as a crucial requirement for securing macro-financial assistance.
Key Provisions of the Bill
Bill No. 16037-d introduces an automatic pre-filling system for tax declarations and VAT invoices based on data already held within the State Tax Service’s information systems, applicable to all VAT payers. Additionally, individual entrepreneurs registered as VAT payers will have the option to select either quarterly or monthly reporting periods. The bill also proposes:
- Raising the threshold for budgetary VAT refunds or negative VAT balances that trigger unscheduled document audits from 100,000 to 1 million hryvnias;
- Facilitating the preparation of consolidated VAT invoices when supplying goods or services to non-VAT payers following advance payments.
These measures are designed to ease business operations in Ukraine and advance digital interactions with the State Tax Service.
Reforming VAT administration is a significant move toward modernizing Ukraine’s tax system. The changes outlined in this bill are expected to improve the business environment and encourage more companies to operate within the formal economy. Given that these reforms are tied to Ukraine’s obligations to international partners, their implementation is likely to enhance prospects for receiving critical external financial support amid the current economic challenges.
As the Verkhovna Rada moves forward with the VAT administration reforms, it's essential to consider how these changes fit into the broader landscape of taxation in Ukraine. For instance, the recent approval of VAT on goods from foreign online stores highlights the ongoing evolution of tax policies aimed at modernizing the economy and enhancing revenue streams. Understanding these interconnections will provide valuable insights into the future of Ukraine's fiscal environment.
