Ukraine’s Parliament Approves VAT on Goods from Foreign Online Stores Starting January 1, 2027
New VAT Rules for International Shipments in Ukraine
According to 5 канал — Економіка: The Verkhovna Rada of Ukraine has passed legislation introducing VAT taxation on goods ordered by Ukrainians from foreign online retailers. The bill was approved in its second reading with the support of 252 deputies. These updated tax regulations will apply to all international parcels, regardless of their value, including those valued up to 150 euros that were previously exempt.
In 2023 alone, Ukraine received nearly 95 million international parcels worth approximately 160 billion hryvnias. According to Oleksii Leonov, these changes could generate up to 12 billion hryvnias annually in state revenue. He emphasized that taxing these shipments aims not only to boost the national budget but also to create a fairer competitive environment for domestic businesses.
Meeting International Commitments and Driving Structural Reforms
This legislation is linked to Ukraine’s obligations tied to securing $4.3 billion in macro-financial assistance from international partners. The new VAT rules are scheduled to take effect on January 1, 2027. Additionally, the IMF Executive Board has approved an extended financing program for Ukraine worth $8.1 billion for 2026–2029. Under this program, Ukraine commits to implementing structural reforms that will support post-war recovery and integration with European markets.
Oleksii Leonov noted that attempts to delay the implementation of the new VAT regime might occur. However, the bill’s primary goals are to increase budget revenues and ensure fair market conditions within Ukraine.
Passing this law marks a significant step toward stabilizing Ukraine’s fiscal revenues amid ongoing economic challenges. Taxing international parcels is expected to reshape the e-commerce sector, potentially impacting product prices and consumer behavior. Meanwhile, fulfilling IMF program conditions highlights the importance of structural reforms essential for Ukraine’s adaptation to new economic realities and sustainable growth in the post-conflict era.
As Ukraine prepares for the implementation of these new VAT regulations, it is essential to understand the broader implications for the e-commerce landscape. The recent legislative advancements regarding taxation on international shipments outline additional responsibilities for online marketplaces, which could further influence how foreign goods are sold in Ukraine. This interconnected legislative approach aims to ensure a balanced market and sustainable economic growth.
