Compensations for Damages from Aggression: When Will the International Mechanism Come into Effect

The establishment of the International Compensation Commission to review claims for damages caused by Russian aggression is proceeding as planned, despite the Ukrainian side's desire to expedite the process. The main parties involved in this process are the Council of Europe, the Netherlands, and Ukraine.

The Commission aims to ensure the consideration of claims from states that have suffered damages. The convention for creating the compensation mechanism has been signed by 34 states and the European Union. For the mechanism to start functioning, it is necessary that it be ratified by at least 25 countries. Some states are currently undergoing ratification procedures or are awaiting the completion of new governments' formation.

International Interest and the Potential of the Commission

Countries in Latin America, such as Costa Rica and Ecuador, are also expressing interest in participating in this process. Ukraine's permanent representative to the Council of Europe, Mykola Tochytskyi, noted that there are many similar precedents, including the Organization for the Prohibition of Chemical Weapons, which operates in the Netherlands. He emphasized that there is no limit to perfection and that, certainly, the Ukrainian side would like quicker progress on this matter.

This compensation commission has the potential to become an important mechanism for compensating damages caused by the war and, according to experts, could significantly impact the recovery of affected territories. However, at this moment, the main stages of forming the mechanism are ongoing, and countries continue to work on completing necessary procedures.

The creation of an international compensation mechanism is a significant step in the recovery of the affected territories of Ukraine after the aggression. Successful implementation of this process could provide financial support for the reconstruction of infrastructure and social services that were destroyed due to the conflict. As some countries are still undergoing ratification procedures, it is crucial for the international community to continue supporting Ukraine's efforts in this direction, which, in turn, could expedite the completion of the mechanism's formation.
