In 2026, the procedure for granting housing subsidies in Ukraine will not change, but the list of grounds for refusal remains quite stringent. Assistance for the payment of housing and communal services, as before, is provided directly and only on the condition of compliance with established requirements. 24 Kanal reports.
Subsidies are granted taking into account the household income and average expenses for utilities. Applications can be submitted through the Pension Fund of Ukraine, the CNAP, or online through the Diya portal. At the same time, according to the head of the Union of Consumers of Communal Services of Ukraine, Oleg Popenko, there are several cases where payments may be refused or their allocation may be stopped.
Subsidy in 2026: under what conditions may they refuse
Households may lose the right to state assistance if:
- someone in the family made a purchase over 50,000 UAH, except for medical expenses or the sale of another property;
- there is a deposit of over 100,000 UAH or currency purchases exceeding 50,000 UAH per year;
- an excessively paid subsidy for previous periods has not been refunded;
- a family member has been an alimony defaulter for more than three months;
- someone owns more than one property or has an apartment over 130 sq. m or a house over 230 sq. m;
- one family member has a car under five years old or multiple vehicles under 15 years old.
Subsidy in 2026: how travel abroad and registration affect it
The fact of being abroad is also taken into account. If a family member has left Ukraine, they must confirm that they are not working outside the country. In cases where one spouse is abroad, subsidies are often denied. The registration of residence also remains a crucial factor, as the registration directly affects the calculation of assistance.
A subsidy is granted if the mandatory payment for communal services exceeds the level specified for the family. The calculation is made individually, and a simplified procedure is currently in place without collecting certificates - all data is obtained by the Pension Fund from official registers.
Recall that the Cabinet of Ministers of Ukraine has adopted a resolution on changes in the procedure for calculating the average monthly total income of the family for granting state social assistance.
