Proposal for New Status for Utility Workers

Valentyn Mondriivskyi, Deputy Head of the Kyiv City State Administration, has put forward an initiative to grant utility workers a status equal to that of military personnel. This proposal follows a series of tragic incidents in January 2026, where three municipal employees were killed while performing their duties in the Ukrainian capital. The initiative highlights the extreme dangers faced by those maintaining critical infrastructure during wartime.

Fatal Incidents in January 2026

On January 14, 2026, an employee of the municipal enterprise Kyivteploenergo died while unloading generator equipment. Later, on January 25, rescue worker and high-altitude specialist Oleksandr Pytaichuk was killed during emergency repair work on an energy facility that had been attacked the previous day. A third fatality occurred on January 30, when a 66-year-old Kyivteploenergo worker died at a critical infrastructure site. These workers are on the front lines of keeping the city functioning under constant threat.

Valentyn Mondriivskyi expressed his belief that these workers deserve formal recognition for their service:

"A huge number of utility workers are on the job, and they are real heroes. Given the conditions and challenges our metropolis is facing, I would equate them to the level of our military defenders." - Valentyn Mondriivskyi

This statement underscores the vital importance and daily risks encountered by municipal service employees.

The initiative could mark a significant step in acknowledging the crucial role utility services play in sustaining city life, particularly during armed conflict and emergencies.
