In Kyiv, the constitutional frameworks of de-occupation and reconstruction of Ukraine were discussed

On December 12, 2025, the IV Mariupol Constitutional Forum "Ukraine - Europe - World: Constitutional Dialogues in the Age of Global Challenges" took place in Kyiv, which became a large-scale professional platform that brought together judges of the Constitutional Court of Ukraine, representatives of government bodies, international organizations, and the academic community.



Opening the Forum, Judge of the Constitutional Court of Ukraine Viktor Horodovenko emphasized that the event takes place against the backdrop of ongoing, unjustified armed aggression by the Russian Federation against the independence and sovereignty of our state. He highlighted that the Mariupol Forum has become a stable intellectual tradition and one of the key professional platforms for understanding constitutional challenges, forming visions of post-war state development, and affirming the values of the rule of law, human dignity, and democratic resilience. The judge also pointed out that Mariupol has become a symbol of Ukrainian resistance and invincibility, and the temporarily occupied cities – Mariupol, Melitopol, Donetsk, Luhansk – remain an integral part of Ukraine.

During the first plenary session "Constitutional Resilience During War: Occupied Territories, Frontline Communities, and Statehood Challenges", participants discussed key aspects of the functioning of state institutions under conditions of armed aggression, issues of protecting the rights of citizens in temporarily occupied territories, as well as mechanisms for ensuring law and order and proper governance in frontline regions.

As a result of the Forum, recommendations and conclusions were presented that outline further directions for the development of Ukrainian constitutionalism. Among the key ideas were the need for the resilience of state institutions during wartime, the priority of human rights in reconstruction processes, the transparency and inclusiveness of reforms, as well as deepening cooperation with international partners.



The IV Mariupol Forum "Ukraine - Europe - World: Constitutional Dialogues in the Age of Global Challenges" took place against the backdrop of active globalization and ongoing aggression against Ukraine. Participants in the event discussed key aspects of the functioning of the state during wartime, as well as made a number of recommendations for the further development of constitutional law in the country.
