Deputy Warden's Personal Discretion Raises Corruption Fears in Ukrainian Prisoner Recruitment

Corruption Risks Emerge in Ukraine's Prisoner Recruitment System

Anton Chornyi, an instructor and recruiter for the 'Shkval' battalion, has highlighted that the system for recruiting prisoners into the Armed Forces of Ukraine (AFU) is vulnerable to corruption. He warns that a deputy warden's personal preferences or hidden motives often determine which military unit a volunteer prisoner is assigned to, raising serious concerns about the transparency of the entire process.

According to available information, recruiters from various military units can visit the same correctional colony. These units have included:

  • The 3rd Separate Assault Brigade
  • The 'Skala' Battalion
  • The 59th Brigade

Recruiters conduct interviews with candidates and provide them with written consents for mobilization. All these documents are then collected by the colony's deputy warden, who decides the prisoners' ultimate fates. Anton Chornyi noted that:

“The submission of these written consents to the Territorial Recruitment Center depends entirely on the colony's deputy warden. Consequently, he will send more people to whichever recruiter he personally favors.”

This situation could facilitate corrupt schemes, as Chornyi also pointed out. He emphasized:

“What's the most likely thing to happen in our country right now? Corruption, right? It's almost a joke to me, you know: 'Well, they pay us money for each prisoner.' And I'm like: 'Yeah, I just have a very negative view of that, it's wrong.'”

An Urgent Need to Reform the Recruitment Process

Given these factors, it is critical to increase transparency in the prisoner recruitment system for the AFU and eliminate potential corruption risks. The issues surrounding prisoner recruitment underscore the urgent need for systemic reform to prevent abuse and ensure fairness. This program, initiated to bolster manpower, now faces scrutiny over its governance.

Transparency in this area could be a key factor in building public trust in the armed forces and preventing corrupt practices. During wartime, it is vital that all stages of recruitment are open and subject to oversight, which would contribute to a more effective mobilization of the country's reserves.
