Financial Relief for Ukrainian Military Personnel: Eligibility and Required Documentation
The Ukrainian Ministry of Defense has outlined the conditions under which active-duty service members, mobilized personnel, reservists, and their spouses can qualify for a loan repayment moratorium. This benefit suspends the requirement to pay interest and penalties on certain loans for the duration of their military service. It is important to note that this relief does not apply to all types of credit agreements. This policy is part of broader efforts to support those defending the country during a prolonged conflict.
Conditions for Qualifying for the Moratorium
The loan repayment break takes effect from the first day of conscription or direct participation in combat. For mobilized personnel and reservists, the moratorium begins at the moment of call-up and lasts until their discharge. Contract service members are also eligible, but the key factor is direct involvement in national defense, even if it was for a single day. For contractors, the right to the benefit is activated from their first day in combat and remains in effect for their entire service during the special period.
The benefit also extends to the husbands and wives of service members. However, it does not cover loans taken out for purchasing housing, vehicles, or specific energy equipment if the interest on those loans is already compensated by the state or a third party. All necessary documents to obtain the relief are processed and issued by the military unit where the service member is stationed.
Required Documentation for the Benefit
Mobilized personnel and reservists must provide:
- Military ID or officer's certificate;
- Form 5 certificate (confirming service);
- Extract from the assignment order (if the type of service is not specified in Form 5);
- Marriage certificate, if the benefit is being claimed by a spouse.
Contractors and other categories of military personnel must provide:
- Military ID or officer's certificate;
- Form 5 certificate;
- Extract from the assignment order;
- Marriage certificate (for a spouse);
- A document confirming participation in combat or defense operations. This could be a Form 12 certificate (confirming combat participation) or other certificates as per the appendices to the relevant procedure.
According to the Ministry of Defense, it is crucial to highlight that service members who have carried out combat missions retain the right to the benefit, even if their service has been ongoing since 2015. However, a contract service member who was stationed in the rear and not involved in combat will not be able to use this relief. Furthermore, the benefit does not apply to foreigners or stateless persons serving in the Armed Forces of Ukraine.
This initiative by the Ministry of Defense represents a significant step in supporting service members and their families during the demanding conditions of military service.
Providing this loan repayment moratorium will help alleviate the financial burden on military families, which is especially critical given the ongoing war in Ukraine. The procedure for obtaining the benefit is clearly defined, which should simplify the process for those who are eligible.
