Sustainable Development Strategy for the Sea of Azov Region Until 2040

The Kremlin has formally approved a 'Sustainable Development Strategy for the Sea of Azov Region Until 2040.' According to Ukraine's Foreign Intelligence Service, this plan covers the occupied territories of Donetsk, Luhansk, Kherson, and Zaporizhzhia oblasts. Its stated primary objectives are to develop infrastructure, improve housing conditions, and create tourism opportunities in the region. This move is widely seen as part of Russia's effort to solidify its control over areas seized since its 2022 invasion.

Key Strategic Objectives

The strategy aims to generate an annual tourist flow of 23.6 million trips by 2030. To provide comfortable conditions for 750,000 residents, it plans to modernize utility services, which would affect 2.5 million people. A critical component of the plan involves eliminating 17 out of 30 hazardous facilities located in these territories.

Among the major projects outlined is the construction of a large-scale seaside resort called 'Primorsk' in Zaporizhzhia Oblast. The plan also includes developing niche industries, ranging from oyster farming to processing jellyfish. These initiatives are ostensibly aimed at boosting the regional economy and improving the quality of life for locals.

The approved strategy likely indicates the Kremlin's intent to entrench its control over the occupied territories and create a facade of stability and development amidst the ongoing conflict.

Concurrently, the plans for infrastructure modernization and tourism development may be perceived as an attempt to legitimize Russian administrative rule in these regions. Implementing these projects will require substantial investment and resources, raising significant doubts about their feasibility given Russia's economic sanctions and international isolation.
