Ukraine Faces Critical Air Defense Missile Shortage

Ukrainian Defense Minister Mykhailo Fedorov has stated that the country is critically short of missiles for its Patriot air defense systems, severely hampering its ability to defend against Russian ballistic missile attacks. The intensity of Russian strikes is rapidly depleting Ukraine's air defense stockpiles. While Ukraine is actively working with international partners to form joint consortia for producing anti-ballistic missiles, it has so far been unsuccessful in obtaining licenses to manufacture Patriot systems or their missiles.

"We are critically short of PAC-3 type missiles for air defense to protect ourselves from Russian ballistic threats. We have discussed with the President the creation of joint consortia with partners to accelerate the production of anti-ballistic missiles," Mykhailo Fedorov noted.

He added that Ukraine needs a dedicated project for this, as 'the math is complex and requires more time,' but the country must absolutely develop its own initiatives. This shortage highlights a key vulnerability as Russia continues its long-range missile and drone campaign against Ukrainian cities and infrastructure.

Mobilization Reform and Human Rights Concerns

Separately, Ukraine's Ministry of Defense is preparing a comprehensive reform of its mobilization procedures. According to data from the Office of the Ukrainian Parliament Commissioner for Human Rights, over 6,000 complaints regarding human rights violations during mobilization were received in 2025 alone. The reported figures show a sharp increase:

  • 6,127 complaints in 2025
  • Over 3,000 in 2024
  • Over 500 in 2023
  • Only 18 complaints in 2022

Fedor Venislavsky, a member of the parliamentary committee on national security, defense, and intelligence, reported that the parliament plans to address conflicts with regional recruitment centers during mobilization efforts.

The situation underscores Ukraine's urgent need to modernize and expand its air defense capabilities, a vital component of national security amid persistent Russian threats. The Patriot missile shortage could directly impact the country's ability to defend its skies, demanding immediate action to boost production and international cooperation. Concurrently, reforming mobilization and resolving issues with recruitment centers are crucial for upholding human rights and improving the effectiveness of Ukraine's military efforts.
