Crisis in the Verkhovna Rada: Lack of Votes, Discussion of Long-Term Work Plan

In Ukraine, there is again talk of a crisis in the Verkhovna Rada due to a lack of votes for making important decisions. The situation has worsened after the failure of several bills, which depend on international support. Member of Parliament Yaroslav Zheleznyak stated.

Crisis in the Verkhovna Rada: Why There Is a Lack of Votes

According to information presented during meetings with representatives of the government, the parliament is increasingly unable to secure the necessary number of votes even for critically important decisions.

In particular, the following reasons are cited:

  • a decline in the actual support of the monobillion to 120–130 deputies

  • internal conflicts and political populism

  • concerns of some MPs regarding anti-corruption investigations

Some decisions have already failed, including bills related to the demands of the International Monetary Fund. This creates risks for receiving financial assistance for Ukraine.

Parliament's Work During War: Is a Long-Term Plan Possible?

The authorities are discussing options for stabilizing the work of parliament under conditions of protracted warfare. In particular, it is about preparing a long-term action plan for the Verkhovna Rada.

At the same time, according to experts and MPs themselves, implementing a clear plan for several years in advance is difficult due to the unstable situation:

  • the war remains an unpredictable factor

  • negotiations to end hostilities may take time

  • the parliament will have to work under constantly changing conditions

There are also ongoing attempts to find additional votes beyond the “Servant of the People” faction, particularly through negotiations with other parliamentary groups.

Against this backdrop, internal problems in the interaction between the parliament, government, and President's Office are also intensifying. According to participants in the process, coordination among the branches of government remains insufficient, complicating decision-making.

The situation indicates a deeper management crisis that goes beyond individual bills and concerns the overall effectiveness of state institutions during the war.
