Latvian State Security Service Brings Criminal Case
The Latvian State Security Service has forwarded a criminal case to the prosecutor's office concerning the public glorification and justification of Russian war crimes in Ukraine, as well as incitement of national hatred. The suspect in this case has been taken into custody. The criminal proceedings were initiated on October 30 of last year.
According to the investigation, the suspect published multiple posts on Telegram and other online platforms that sought to justify Russia's war crimes in Ukraine. The individual also disseminated messages containing hate speech targeting Latvians and Ukrainians. On December 7 last year, State Security Service officers carried out procedural actions at two locations in Riga and Ogre, seizing several data storage devices during the operations.
Mutual Recognition of Electronic Signatures
In a separate development highlighting bilateral cooperation, Latvia has become the first country in the world with which Ukraine has established full mutual recognition of electronic signatures. Starting in 2026, Ukrainian electronic signatures will be legally equivalent to handwritten signatures in Latvia. This move signifies a deepening of collaboration between the two nations in legal and administrative spheres, facilitating cross-border business and official interactions.
Latvian officials have also commented on the broader context of the war. Baiba Braže noted that Russia is prolonging peace negotiations and shows no political readiness to end the war. She emphasized that Moscow's strategic objectives remain unchanged, which affects the nature of any dialogue.

These events underscore the seriousness of Latvia's approach to prosecuting war crimes and hate speech, demonstrating an activation of its legal protective mechanisms. The mutual recognition of electronic signatures between Ukraine and Latvia, meanwhile, opens new avenues for cooperation, which could positively influence bilateral relations amid contemporary geopolitical challenges.
