Closed-Door Talks Between Lukashenko and Putin
A meeting between Belarusian President Alexander Lukashenko and Russian President Vladimir Putin took place without any official press releases or photographs being released. The central topic was the war in Ukraine and what role Belarus might play. According to reports, Putin may have pressed Lukashenko to allow Belarusian territory to be used for a repeat of the 2022 military incursion, or to support sabotage and reconnaissance operations. However, Lukashenko appears to have rejected these requests and also refused to reactivate signal relay stations.
China’s Role and Growing Belarusian Leverage
Lukashenko’s newfound assertiveness stems from Russia’s heavy reliance on Belarusian fuel supplies, as well as shifting dynamics with China. A visit by Chinese Vice President Han Zheng to Minsk on June 8 signaled Beijing’s interest in closer ties with Belarus. Lukashenko also received a personal message from Xi Jinping, making it clear that China does not want to be cut off from the European Union due to military operations launched from Belarusian soil.
Looking ahead, Belarusian potash is expected to be shipped through the ports of Klaipėda and Gdańsk to the United States. In the author’s view, Putin will be unable to take any meaningful action in the coming months, while Lukashenko now has the leverage to say 'No' to the Kremlin. As the article states,
“I do not believe the Belarusian army will be deployed.”
This situation may allow Lukashenko to delay any power transition while navigating the complex tensions between Moscow and his own national interests. His refusal to comply with Putin’s demands could signal growing independence, especially with Chinese backing aimed at maintaining regional stability. These developments may also reshape Belarus’s future relations with Western nations, given potential economic benefits from renewed cooperation.
