U.S. Secretary of State Marco Rubio stated that the territorial dispute surrounding Donetsk is now the final obstacle to concluding negotiations to end the war in Ukraine. Shift in U.S. Delegation Composition

Consequently, the United States is altering the makeup of its delegation for the talks. President Donald Trump's principal envoys, Steve Witkoff and Jared Kushner, will not participate in further meetings. While American presence at subsequent negotiation stages is possible, the roster of representatives will change.

Washington is also advancing a new security concept. Under this framework, the physical military presence in Ukraine would be provided by European troops, primarily British and French, with the United States acting as a guarantor of last resort. Rubio emphasized that without U.S. military backing, European contingents would be ineffective, as NATO partners have critically degraded their defense capabilities over the last 30 years.
