Russian Strikes on Power Plants Leave Over 1,000 Kyiv Buildings Without Heat

Consequences of a Widespread Attack

A major Russian assault on Ukraine's thermal power generation facilities has caused extensive damage. In Kyiv alone, 1,176 residential buildings have been left without heating. Repair efforts are currently underway, involving 229 emergency repair crews. This includes 119 additional teams from Ukrainian Railways and specialists brought in from other regions.

Condition of the Energy Infrastructure

The attacks deliberately targeted thermal power stations (TPS) and combined heat and power plants (CHPP), which are critical for heating during freezing winter conditions. Energy infrastructure was damaged not only in Kyiv but also in the Odesa, Zaporizhzhia, Dnipropetrovsk, Kharkiv, Kyiv, Vinnytsia, and Sumy regions. However, within the Kyiv region itself, the heating supply continues to operate normally.

Boiler houses for residential buildings and social service facilities are equipped with backup power sources, such as stationary and mobile generators. Repair work is also ongoing in some districts of Kharkiv, the Kharkiv region, and Dnipro, where crews are working to restore heating. Despite the attacks, water supply and sewage systems are functioning stably in all regions.

In the affected communities, 'Invincibility Points' have been organized to provide shelter and warmth, and work to restore stable system operation continues. Vice Prime Minister for the Restoration of Ukraine, Minister for Communities and Territories Development Oleksiy Kuleba commented on the situation, stating:

'This is not a random selection of targets. It is a deliberate tactic—to leave civilians without heat, water, and light during the frost. This is what genocide looks like: when an aggressor state intentionally creates conditions incompatible with normal life.' Oleksiy Kuleba

This incident is part of the ongoing war in Ukraine, where energy infrastructure has become a primary military target. These strikes on civilian heating systems during winter represent a significant escalation in tactics. The continuation of repair work in harsh winter conditions underscores the critical importance of maintaining basic human needs like heat and water. Authorities are striving to keep vital systems operational despite external pressure and the threats arising from the aggression.
