A major electricity blackout in Kyiv on January 31st triggered a severe heating system failure. An emergency draining of water from heating networks caused the number of buildings without heat to surge from 370 to 3,000. This crisis affected several districts of the capital, with the situation becoming particularly acute on the Right Bank, where residents of the Holosiivskyi, Pecherskyi, and Shevchenkivskyi districts were left without heating.

District-by-District Impact

The initial loss of heat primarily impacted buildings in the Troieshchyna area and the Desnianskyi district. As of the latest reports, approximately 1,700 buildings remained without heating. Experts note that refilling the heating systems with coolant will require 10 to 15 days. The situation was exacerbated because the city's boiler houses and pumping stations lacked backup power supplies.

Oleh Popenko, a heating supply expert, commented on the situation, calling it 'a prime example of absolute unprofessionalism.'

He pointed to the chaotic water drainage, which causes damage to both buildings and infrastructure. According to him:

  • Older panel buildings can freeze within a day to a day and a half at temperatures of minus 10 degrees Celsius.
  • Insulated brick buildings can withstand 2-3 days.

Popenko also stated that draining the system should have been prioritized for older, uninsulated buildings, not implemented when the power was out for only a few hours.

The expert emphasized that any water drainage and subsequent refilling causes water hammer, which can rupture old Soviet-era water mains and internal building pipes. As a result of this, about 1,700 buildings were left without heat. Popenko believes it will take 10-15 days to restore the heat supply, raising concerns among residents. Furthermore, he questioned why Kyiv had not equipped its boiler houses with generators and why the water utility completely halted its operations, leading to such severe consequences. This incident highlights the ongoing strain on Ukraine's energy infrastructure following targeted attacks on the power grid.

This situation underscores the vulnerability of Kyiv's infrastructure, especially during emergencies where power outages can have severe cascading effects on heating systems. The lack of backup power sources for boiler houses and pumping stations threatens not only residents' comfort but also their safety during freezing conditions. It is crucial for the relevant authorities to take measures to improve the infrastructure's preparedness for such challenges in the future.
