Upcoming Increases in Ukraine’s Minimum Wage and Living Standard Threshold
Starting January 1, 2027, Ukraine aims to raise both the minimum wage and the living wage by roughly 10%. According to the draft state budget for 2027, the minimum wage will rise to 9,546 hryvnias, which is 899 hryvnias (10.4%) higher than the current rate of 8,647 hryvnias. Meanwhile, the living wage is expected to increase by 10.9% compared to 2026, reaching 3,559 hryvnias.
The updated living wage amounts are set as follows:
- 3,691 hryvnias for able-bodied individuals;
- 2,878 hryvnias for those who have lost the ability to work;
- 4,000 hryvnias for children with disabilities and those disabled since childhood.
Key Budget Adjustments for 2027
In addition to the wage increases, the government plans to reset the accumulated wage indexation for public sector employees starting January 2027, temporarily suspending monthly indexation supplements. These payments will only resume once inflation surpasses a legally defined threshold.
Olha Vasylevska-Smagliuk explained: "Indexation payments will not be made in January 2027, and the accumulated amount up to December 2026 will be reset to zero."
Furthermore, the draft budget excludes funding for the “National Cashback” program, which was designed to refund a portion of expenses to consumers purchasing Ukrainian products.
Yaroslav Zheleznyak stated: "From January 1, 2027, the minimum wage is expected to be 9,546 hryvnias."
While the planned wage and living standard increases may improve household finances, wiping out accumulated indexation could raise concerns among government workers. The suspension of the cashback initiative might also dampen consumer spending, potentially affecting economic growth.
