Proposed Delay for Gas Meter Installation in Ukraine

The Ukrainian Ministry of Energy has proposed a significant delay for the mandatory installation of gas meters for a specific group of consumers. Households that use gas exclusively for cooking would have seven years to install meters after the end of the current martial law. This move is seen as an effort to ease the financial burden on citizens during the country's recovery. For other consumer categories, such as those using gas for comprehensive needs like heating and hot water, the previously established installation deadlines remain unchanged. As of the end of 2025, over 600,000 subscribers in Ukraine still lack gas meters.

A new draft law, currently under review by the State Regulatory Service, sets this seven-year post-martial law deadline specifically for users of gas stoves only. This provision will not apply in areas where active hostilities are ongoing or in temporarily occupied territories.

Current State of Gas Meter Coverage

A substantial number of Ukrainian consumers currently do not have gas meters installed. In Kyiv alone, approximately 198,000 subscribers lack meters, while in Kharkiv, the figure is 156,000. The 'seven years after the war' timeframe aligns with clause 23 of the new National Program for adapting Ukrainian legislation to EU law. Implementing a comprehensive system for commercial gas metering is a key requirement for Ukraine's European Union accession process, which adds significant weight to this policy decision.

This proposed deferral for certain consumer categories could notably impact the pace of Ukraine's energy sector reforms. With over 600,000 subscribers still without meters, the decision may alleviate costs for households with minimal gas usage. However, fulfilling the requirements for commercial gas accounting remains a critical step for integrating Ukraine into the wider European energy market.
