New Deputy Ministers Appointed for Defense
The Ukrainian Cabinet of Ministers has appointed two new deputy defense ministers: Mstyslav Banik and Yuriy Myronenko. Mstyslav Banik will be responsible for reforming military procurement, while Yuriy Myronenko will focus on assessing the situation on the front lines. Defense Minister Mykhailo Fedorov has signed an order introducing a new approach to procuring unmanned aerial vehicles (UAVs). These appointments come as Ukraine seeks to modernize its defense logistics and battlefield intelligence systems.
Background and Experience of the New Appointees
Mstyslav Banik previously worked at the Ministry of Digital Transformation, where he oversaw the launch and development of the Diia platform. At the Defense Ministry, he has led the development of the Army+ and Reserve+ projects. Banik has combat experience, having served from soldier to officer and participated in the Kursk operation as part of the CODE 9.2 unit. His task is to make procurement for the Ukrainian military the most transparent and efficient in the world.
Yuriy Myronenko, appointed as the General Inspector of the Defense Ministry, will be responsible for objectively evaluating conditions within the troops and the effectiveness of decisions. He previously served as a deputy defense minister, overseeing the development of the Delta system and the implementation of Mission Control. Myronenko is also a combat veteran, a drone unit commander, and the former head of the State Special Communications Service. His mission is to ensure regular analysis of how decisions perform in practice, providing a basis for rapid policy and plan adjustments.
The focus is on the real picture from the front and swift feedback for managerial decisions.

Furthermore, the new UAV procurement approach involves determining drone requirements based on battlefield data. Minister Fedorov also stated that every corps and brigade will have a digital officer to improve management and the effectiveness of military operations.
The appointment of the new deputy defense ministers and the implementation of new UAV procurement methods are significant steps in Ukraine's military reform. Concentrating on procurement transparency and real-time frontline analysis aims to reduce corruption risks and enhance resource efficiency. In the context of ongoing hostilities, such changes could substantially impact the operational readiness and supply of the Ukrainian Armed Forces.
As part of its ongoing efforts to enhance military operations, the Ukrainian Defense Ministry is also implementing significant changes in its supply chain.
