Minister Lisovyi Announces Leadership Change at Kyiv University of Culture After 30-Year Tenure

Leadership Transition at Kyiv University of Culture and Arts

Ukrainian Minister of Education and Science Oksen Lisovyi has stated the need to replace the rector of the Kyiv National University of Culture and Arts (KNUKiM), Mykhailo Poplavskyi, following the expiration of his contract. Poplavskyi has led the institution for over three decades, a period which Lisovyi argues exceeds the bounds of healthy managerial turnover. This move is part of broader efforts to modernize governance within Ukraine's higher education sector.

In April 2023, Mykhailo Poplavskyi publicly expressed the view that the university needed new leadership. Lisovyi emphasized that the time has now come to act on those words. The Ministry of Education and Science has appointed Ihor Komarnytskyi as acting president of the university, who will organize an open competition to select a new permanent head.

Challenges and Controversies

Mykhailo Poplavskyi is 76 years old. Minister Lisovyi also noted that Poplavskyi's name has been repeatedly mentioned in connection with allegations of harassment and potential conflicts of interest, particularly regarding his simultaneous leadership of a state university and a private educational institution. The minister stressed that a university of culture should exemplify ethical standards, not be a source of debate about them. Consequently, the ministry aims to conduct an open and transparent election process, free from external influence.

This leadership change at KNUKiM could mark a significant step toward improving governance standards in Ukrainian education. An open election for the new rector should help attract fresh ideas and approaches for the university's development and may bolster public trust in the country's educational institutions. The upcoming phase will serve as a test case for the principles of transparency and ethical management in Ukraine's higher education system.
