New Prepayment Mechanism for UAV Manufacturers
Ukraine’s Ministry of Defense, in partnership with the Defense Procurement Agency (DOT), is rolling out a fresh prepayment system for drone manufacturers through the DOT-Chain Defence marketplace. This initiative tackles the working capital shortage that has plagued the industry, as previously producers were only paid after delivery. Under the new model, companies can receive a portion of funds upfront to keep production lines running.
Eligibility Criteria for Advances
To qualify for this new prepayment option, firms must have been actively operating within the system for at least three consecutive months and carry no overdue debts to the Agency. The advance amount is tied to how quickly a company fulfilled its previous orders:
- Companies that complete orders within 30 calendar days can receive up to 70% as an advance.
- Those with longer production cycles are capped at a 30% advance.
Prepayments are granted for a 60-day term. If a manufacturer fails to meet its obligations, any unused funds must be returned. Late repayments will incur a fee for the use of state money.

This new approach aims not only to ease the financial strain on manufacturers but also to boost the efficiency of drone supply chains for national defense needs.
The introduction of this prepayment mechanism could significantly reshape Ukraine’s UAV market by giving producers the financial resources they need to sustain operations. In turn, this may drive higher production volumes and faster responses to military requirements—a critical factor in today’s security environment. It could also spur greater competition among manufacturers, leading to better product quality and innovation in the sector.
In addition to the new prepayment system, the Defense Ministry is also enhancing its procurement strategies to ensure better support for the Armed Forces. Recent changes in fiber-optic drone acquisitions reflect a comprehensive approach to improving the efficiency and effectiveness of military operations, which is crucial in the current security climate.
