Procurement Mechanism for Fiber-Optic Drones Gets an Overhaul
According to ХВИЛЯ: The Ukrainian Defense Ministry has updated how it procures fiber-optic drones, a key move to equip the Armed Forces with cutting-edge technology. Throughout 2025, contracts managed by the State Rear Operator delivered 374,000 fiber-optic drone units. By April 2026, the Armed Forces had received over 92% of the total supplies scheduled for 2025.
These drones are immune to enemy electronic warfare (EW) because signals travel through a physical cable, boosting their effectiveness on modern battlefields. However, the period saw raw material and component costs spike by 2 to 6 times in short intervals, creating supply chain pressure.
Addressing Economic Pressures
In response, the Defense Ministry, together with the Cabinet of Ministers and the Defense Procurement Agency, introduced a contract price adjustment mechanism. This new system accounts for raw material price fluctuations, ensuring procurement stability. Since late March 2026, the first supplementary agreements with adjusted per-unit prices have already been signed.
The updated procurement framework aims to make supplying the Ukrainian Armed Forces more efficient while adapting to shifting economic conditions in the raw materials market. Facing new financial challenges, the Defense Ministry is working to stabilize deliveries and reduce risks tied to price volatility.
