Presentation of Methodological Recommendations for Preparing the Territorial Community Statute
Today, Deputy Minister Oleksii Riabikin presented the Methodological Recommendations for Preparing the Territorial Community Statute from the Ministry of Development. The event was attended by members of parliament, representatives of government bodies, associations of local self-government (LSG), as well as representatives of public and international organizations, territorial communities, and profile experts.
Oleksii Riabikin emphasized that these new recommendations are an important support for communities in preparing or updating their statutes. Changes in statutory legislation require the adoption of new statutes or bringing existing ones in line with the new law 'On Amendments to Certain Laws of Ukraine on People's Power at the Level of Local Self-Government' by January 1, 2027.
“Communities need to perform quality and substantive work - not just rename a template document, but genuinely consider their characteristics, the needs of residents, and transparent procedures for interaction between authorities and the community. It is important that the statute functions and meets the real expectations of the people.”
The methodological recommendations provide examples of territorial community statutes, local documents for military administrations, tools for residents' participation in addressing local issues, recommendations for making changes to council regulations, and provisions on permanent committees, as well as best practices for ensuring transparency and people's power.
According to the Ministry of Development's plan, this year public consultations have already been held and updated regulations for councils at various levels have been developed, which will contribute to a more transparent and effective operation of communities.
As a result of the presentation of the Methodological Recommendations, it will become clear that a well-prepared Territorial Community Statute is an essential part of creating a strong and effective local self-government.
