New housing program for IDPs from temporarily occupied territories: who will receive a voucher for 2 million

Representatives of the Ministry of Development held a meeting with a delegation of the Council of Europe Development Bank. It was a working meeting during which the parties discussed the progress of joint housing programs and agreed on further cooperation. The delegation was led by Cristian Tabacaru, Director of the Department of Lending and Social Development. The Deputy Minister Natalia Kozlovska represented the Ministry of Development at the meeting.



'HOME 2' program and other initiatives


During the meeting, they discussed the implementation of the 'HOME 2: Compensation for destroyed housing' program amounting to 100 million euros. The first tranche of 70 million euros has already been used, and more than 1,700 families have received housing from this funding. The parties also agreed on the 'Housing for IDPs' project of 50 million euros, of which 25 million euros have already been received. The program will help 225 IDP families acquire housing on preferential mortgage terms.



'The program is in great demand among IDPs and needs further scaling,' noted the Ukrainian representatives.


New projects and cooperation


The preparation for the launch of a grant project from the European Commission and the CEB for 10 million euros will significantly strengthen the HOME program. The development of a Unified Information and Analytical Housing System was also discussed, for which up to 10 million euros of grant assistance may be allocated with the participation of the CEB and the EU. Plans also include a new program for IDPs who lived in temporarily occupied territories. They will be able to receive a housing voucher of 2 million UAH for purchasing a home.


The meeting between the Ministry of Development and the delegation of the Council of Europe Development Bank turned out to be fruitful. The parties discussed successful housing programs and agreed on new initiatives aimed at improving living conditions for various categories of citizens. Emphasis was placed on supporting IDPs and other vulnerable groups of the population by providing opportunities to acquire housing on preferential terms.
