Ukraine Builds Housing for IDPs: First Projects in Bila Tserkva and Hoshcha

В Україні розпочали будівництво нових житлових комплексів для внутрішньо переміщених осіб: перші об'єкти з'являться у Білої Церкви та Гощі.

The Ministry of Development, together with Deloitte, the Polish Development Fund, and the German Marshall Fund, held a meeting to discuss the preparation of investment recovery projects in Ukrainian cities. The meeting took place as part of the international conference "ReBuild Ukraine: Construction & Energy".



Deputy Minister Nataliya Kozlovska presented two pilot investment projects aimed at creating affordable rental housing for internally displaced persons from the temporarily occupied territories.



“Affordable rental housing for IDPs is about returning to normal life, restoring dignity, stability, and the ability to plan life. We are forming a model based on the partnership of the state, communities, international financial institutions, and business, which can be scaled to other regions of Ukraine”
- emphasized Nataliya Kozlovska.

Pilot Projects



There were two projects in mind: "Mariupol - Bila Tserkva" and "Bakhmut - Hoshcha".



The "Mariupol - Bila Tserkva" project involves the construction of 1000 apartments for 3000 displaced persons from Mariupol in Bila Tserkva. The rent for the housing will not exceed 30% of the family's income. The cost of the first stage is estimated at around 28 million euros. The "Bakhmut - Hoshcha" project involves the construction of 570 apartments for 1200 internally displaced persons from Bakhmut.



Networking



After the presentation of the projects, networking took place involving representatives of local government, business, and international partners. Participants had the opportunity to discuss the presented projects and their subsequent preparation stages in more detail.



As a result of the meeting, two pilot projects for building affordable rental housing for internally displaced persons from temporarily occupied territories were presented. They involve the construction of new apartments for displaced persons in the cities of Bila Tserkva and Hoshcha. This is an important step in improving living conditions for people who are in difficult life situations due to wartime events. It also provided an opportunity for local authorities and business to discuss cooperation possibilities for the successful implementation of these projects.
