New Process for Recognizing Captivity Status to Aid Families Takes Effect in 2025

Revised Procedures for Recognizing Captivity in Ukraine

Starting in 2025, Ukraine has implemented new procedures for officially recognizing an individual's status as a prisoner of war or captive to facilitate aid for their families. This support, which includes financial and other assistance, is authorized under a law enacted in 2022 for the families of those currently held or already released. To access this aid, the fact of a person's deprivation of liberty due to Russia's armed aggression must be formally verified.

As of early 2025, the authority to establish this fact has been transferred to the Ministry for Communities and Territories Development of Ukraine. This responsibility was previously held by a commission under the Ministry of Reintegration. In its first year of operation, the new commission has already issued over 3,600 decisions confirming captivity status.
