Working Group Meeting on Municipal Enterprises

Deputy Prime Minister for Restoration of Ukraine and Minister of Communities and Territories Development, Oleksii Kuleba, chaired a session of the Working Group focused on municipal enterprises operating in frontline and temporarily occupied territories. Discussions covered the functioning of these enterprises, as well as educational institutions, healthcare facilities, and military administrations in these regions.

Ukraine’s Ministry of Communities and Territories Development is proposing to implement clear criteria for evaluating the actual condition of municipal enterprises. The suggested criteria include:

  • Service delivery
  • Staffing capacity
  • Financial viability
  • Ability to maintain reporting
  • Importance to the community
  • Prospects for operation after de-occupation
Oleksii Kuleba noted that 'municipal enterprises in temporarily occupied and frontline territories vary greatly in their actual condition and operational models. Some have been relocated and continue working, others perform only certain functions, and some are unable to operate at all. Therefore, a one-size-fits-all solution for all enterprises is not possible.'

These measures aim to improve enterprise performance under challenging conditions and to prepare for the recovery of territories after de-occupation.
