Communities Invited to Apply for Second Phase of Ukraine's 'Barrier-Free Movement' Project

The 'Barrier-Free Movement' Project

The Ministry for Communities and Territories Development of Ukraine has opened applications for communities to join the second phase of the 'Barrier-Free Movement' initiative. This project aims to create convenient and accessible routes for all residents, including people with disabilities, those with limited mobility, parents with young children, and the elderly. The core plan involves developing integrated transport and pedestrian pathways that connect key social infrastructure sites. This initiative is part of a broader national effort to rebuild and modernize Ukraine's urban infrastructure.

Community Selection Criteria

Communities will be selected for participation based on a unified methodology with clearly defined criteria. The Ministry has developed a special assessment checklist, which has already been distributed to over 1,300 communities. The evaluation criteria are grouped into five key areas:

  • A comprehensive approach to route planning,
  • The financial capacity of the community,
  • Project design and construction work,
  • Engagement of local businesses,
  • Project management systems.

The project's first phase, which began implementation in 2025, involved 15 communities. In this phase, approximately 100 kilometers of barrier-free routes were created, improving access to over 700 facilities. The most complex sections of this work are scheduled for completion during the second phase.

The 'Barrier-Free Movement' project represents a significant step toward ensuring equal access to infrastructure for all population groups. Developing an accessible environment not only improves the quality of life for people with disabilities but also enhances overall comfort and safety for every city resident. Successful implementation of this project could serve as a model for other initiatives aimed at improving accessibility and inclusivity across Ukraine.
