Ukraine's Justice Ministry Releases New Business Data: Entrepreneur Count Reaches 2.18 Million in 2026

Open Data from the State Registry Restored

The Ministry of Justice of Ukraine has resumed publishing data from the Unified State Register (USR) in an open format, following the enactment of a relevant ministerial order. As part of this renewed initiative, statistics on the number of active private entrepreneurs (FOPs) in Ukraine for the period from 2021 to 2026 have been made public. This move is part of broader post-war efforts to rebuild a more transparent and data-driven economy.

As of January 2026, Ukraine has 2,181,217 active private entrepreneurs. Notably, the number of entrepreneurs increased by 6,000 in the final, incomplete month of the reporting period. Over the four years of full-scale war, the total number of FOPs grew by 194,000. The register listed 1,986,842 entrepreneurs in 2021, and the milestone of 2 million FOPs was surpassed in 2023.

Growth Statistics and Trends

Compared to 2024, the number of active entrepreneurs has risen by over 14,400. The most significant growth was recorded in 2023, exceeding 5%. Growth dynamics slowed to 3.5% in 2024, and by the end of 2025, the increase was only 0.39%.

The restoration of open data from the USR aims to improve transparency and access to information regarding business activity in Ukraine.

The resumption of open data publication from the USR demonstrates the Ukrainian government's efforts to enhance informational transparency and stimulate entrepreneurial activity, which is particularly crucial under conditions of economic instability.

The increase in the number of active private entrepreneurs, even during wartime, points to the resilience and adaptability of business owners in the face of national challenges. This trend can foster the development of small and medium-sized businesses, a vital factor for Ukraine's economic recovery.
