International Criminal Court Investigation Launched
The International Criminal Court (ICC) Prosecutor's Office has initiated an investigation into potential crimes against humanity allegedly committed under the regime of Alexander Lukashenko. This probe was triggered by a case formally referred to the court by Lithuania, a member state of the ICC. While Belarus itself is not a party to the ICC, prosecutors assert jurisdiction on the grounds that some of the alleged criminal acts may have occurred on Lithuanian territory. The ICC, based in The Hague, is the world's permanent court for prosecuting genocide, war crimes, and crimes against humanity.
Scope of the Alleged Crimes
The investigation covers the period from May 1, 2020, onward. According to international human rights organizations, following the 2020 presidential election in Belarus, hundreds of thousands of people faced persecution, detention, or were forced to flee the country. Lithuania compiled evidence of crimes by the Lukashenko regime and submitted it to the ICC. The Lithuanian referral emphasizes that, from May 1, 2020, to the present, crimes including deportation, persecution, and other inhumane acts have been committed against Belarusian civilians under the direction of high-ranking officials from Belarusian political, law enforcement, and military bodies.
ICC prosecutors stated: 'There are reasonable grounds to believe that these crimes were committed as part of a widespread and systematic attack against a civilian population, considering their large scale, the number of victims, and the organized nature of the acts.'
Prominent Belarusian opposition figure Sviatlana Tsikhanouskaya also commented, stating that 'hundreds of thousands of Belarusians have suffered and continue to suffer due to the regime's actions. Lukashenko's policies also pose threats to Belarus's neighbors.' She added that 'this decision restores hope that justice will prevail, that the guilty will be held accountable, and that the victims will finally receive truth and justice.'
Consequently, the ICC investigation could represent a significant step toward justice for victims of the Lukashenko regime and solidify the international response to crimes committed in Belarus. This process may influence the international community's future actions regarding the Belarusian regime and act as a catalyst for more active steps toward protecting human rights in the region.
