The International Register of Damage for Ukraine
The International Register of Damage for Ukraine has begun accepting claims under a new category, A1.2, which addresses the forced displacement of Ukrainians abroad due to Russia's aggression. This category allows individuals who were compelled to leave their homes in Ukraine and move outside the country after February 24, 2022, to file a claim. A key feature is that applications can be submitted regardless of the person's current location, whether inside or outside Ukraine.
To date, the Register has already received 100,000 claims from individuals. This significant number highlights the active interest among Ukrainians in documenting their losses and the consequences of their forced displacement. The A1.2 category specifically documents the fact of forced relocation abroad. Separate categories within the Register are used to file claims for associated economic losses, deportations, and other negative impacts.
Current Information on Filing Claims
Citizens are already actively submitting information on:
- Damage to residential property
- Forced displacement
- Loss of loved ones
- Harm to health, including cases of torture and sexual violence
Markiyan Klyuchkovsky noted that the current number of applications is just the beginning, as all available claim categories are planned to open by the first half of 2026.
The introduction of the new A1.2 category underscores the growing need to document the war's consequences for Ukrainians. This register is a crucial step in creating a formal record of losses, which could serve as a foundation for future legal and financial processes aimed at securing reparations. The high level of public engagement in filing claims reflects a strong desire for recognition and support during this difficult period. The gradual opening of new register categories is also expected to provide broader access to potential compensation for those affected by the conflict.
