Preferential Mortgage Access Now Includes Mobilized Troops
Ukrainian Prime Minister Denys Shmyhal announced on January 27 that mobilized military personnel have gained access to the state-backed "eOselya" mortgage program, offering loans at a fixed annual rate of 3%. The new terms, which took effect on January 11, place mobilized soldiers on equal footing with contract servicemen and other security forces for this housing benefit. This initiative is part of broader government efforts to support those serving during the ongoing conflict.
Updated Program Specifications
The revised program introduces specific limits on property size:
- For apartments, the maximum area is 115.5 square meters;
- For houses, the limit is 125.5 square meters.
Banks have already begun processing applications under the new rules. Among the first recipients is Petro Sydoryshyn, who was mobilized in 2023 and, together with his wife, purchased a home in Rivne.
Overall, the eOselya program has assisted 23,039 Ukrainian families, with total loan disbursements exceeding 39.7 billion hryvnias. Nearly half of all participants—11,185 families—are military personnel. Applications can be submitted via the Diia government services app.
“Mobilized military personnel can now obtain a mortgage at 3% per annum, just like those serving under contract,” stated Prime Minister Denys Shmyhal.
Extending the program to mobilized troops represents a significant step in supporting Ukrainian families, particularly given the pressures of wartime service. This policy not only eases access to housing but also underscores the state's commitment to those defending the country. As participation grows, the program is expected to positively impact the domestic real estate market and the broader economy.
