The Urgent Need for Ukraine's Energy Grid Modernization
Heating and energy expert Volodymyr Anufriiev has outlined the critical need for a systemic overhaul of Ukraine's energy infrastructure. He emphasized that legislative reform, combating corruption, and dismantling bureaucratic hurdles are essential. Anufriiev identified corruption and unprofessionalism as the primary threats to successful modernization projects, estimating the full process will take 10 to 15 years—a task he likened to building a new country from an energy perspective. This transformation is seen as vital for the nation's post-war recovery and future resilience.
Technical Risks and Systemic Obstacles
The expert highlighted significant technical risks during project implementation, such as equipment incompatibility or pipe ruptures. He stressed the necessity of thorough project design and audits to mitigate these dangers.
"Funds will be allocated, but the project will be cobbled together haphazardly. Another risk is sheer incompetence. Equipment unsuitable for our conditions could be supplied," Anufriiev noted.
For modernization to succeed, he argued, bureaucratic barriers must be removed. This includes streamlining grid connection procedures, allowing private investors to sell electricity at a fair market price, and simplifying environmental regulations for modern installations.
"Right now, it's a bureaucratic nightmare," he emphasized.
Anufriiev also pointed out that entrenched interests, not just bureaucracy, obstruct decentralization efforts. "Many benefit from keeping the old system in place," the expert added.
He listed the following as essential steps for modernization:

- Training of qualified personnel
- Attracting investors
- Construction of thousands of new power stations
