Updated Passport Requirements for Ukrainian Men Abroad
The Ukrainian Ministry of Foreign Affairs has introduced a mandatory new step for men aged 18 to 60 applying for an international passport while residing outside the country. These applicants must now provide up-to-date data from their electronic military registration document via the 'Reserve+' mobile application. Application Process and Required Documents
Under the new rules, male applicants must generate their electronic military registration document in the 'Reserve+' app, and this document must be current—created no more than 72 hours before their consular appointment. Officials from the MFA's Consular Service Department emphasized this requirement:
'Applicants must additionally submit an electronic military registration document from the 'Reserve+' application. This document must be current—generated no earlier than 72 hours before the application.'
The standard passport procedure requires the personal presence of all applicants aged 14 and over. During the appointment, a consul prepares a special application form which the citizen must verify and sign on the spot. The required documentation includes:
- All previous international passports;
- An internal Ukrainian passport (booklet or ID card);
- A taxpayer identification number.
Additionally, applicants must submit an extract from the territorial community register confirming a registered place of residence in Ukraine, or a document proving the absence of such registration. Proof of permanent residency or legal temporary stay in the foreign country is also required. Processing the passport involves a mandatory consular fee, converted into local currency. The standard production and delivery time via diplomatic mail is up to three months, but this can be expedited by ordering and paying for express delivery through commercial postal services and providing the consul with the receipt.
These new regulations aim to ensure greater control and accuracy of data concerning men of military age who are abroad, reflecting the current security situation in Ukraine.
