According to ХВИЛЯ: As of December 24, 2025, updated rules for issuing foreign passports in Ukraine have come into effect. From now on, the presence of an identification code (RNPHP) is a mandatory requirement for submitting documents. The absence of this code will be grounds for refusing to accept the application form. The changes are enshrined in Resolution No. 1709, which amended the Procedure for issuing and providing documents for departure abroad.
