Funding Ukraine's Road Repairs
Ukrainian President Volodymyr Zelenskyy announced on March 5 that an estimated 52 billion hryvnias (approximately $1.3 billion USD) is required to repair the country's road network. Prime Minister Denys Shmyhal has detailed the government's plan to finance this massive undertaking. The state budget for 2026 already allocates 12.6 billion hryvnias for this purpose. Furthermore, the government is prepared to commit a minimum of 10 billion hryvnias from its reserve fund to support the repair work.
A separate budget for the Ministry of Defense is also part of the plan, specifically earmarked for repairing roads in frontline areas. The government, in coordination with the Ministry of Defense, the General Staff, and the Ministry of Health, is approving a list of priority routes in urgent need of repair. The first allocation of 3 billion hryvnias was approved on March 5.
Critical Road Conditions
One of the most problematic highways is the M05 'Kyiv-Odesa' route, which is in critical condition. On certain sections, potholes reach depths of 30 centimeters, creating severe difficulties for drivers. Problematic stretches have been identified in the Odesa, Kirovohrad, Cherkasy, and Kyiv regions.
