Massive Military Property Embezzlement Scheme Uncovered

Ukraine’s National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have exposed a large-scale scheme involving the theft of military property, in which a former deputy commander of a military unit in the Kharkiv region is implicated. Between 2022 and 2024, a group of companies and individual entrepreneurs supplied spare parts for armored vehicles worth over 350 million Ukrainian hryvnias (approximately $9.5 million), despite having no legitimate sources for the products.

Some of these parts were stored on the premises of the military unit in the Kharkiv region. After the full-scale invasion began, they were written off as allegedly destroyed. The former deputy commander received at least 2.8 million hryvnias (around $76,000) in illicit benefits. The bribe was paid in the form of household appliances, construction materials, and other goods for the ex-official’s personal use.

Investigation Status

The former deputy commander has now been formally charged with theft of military property, accepting illicit benefits, and failing to declare assets. The scheme’s organizer is being charged with providing illegal benefits to a public official. According to NABU and SAPO,

“the criminal plan was facilitated by the former deputy commander of the military unit. The official systematically neglected his duties regarding the accounting and preservation of entrusted military property. In return, he received at least 2.8 million hryvnias in illicit benefits from the scheme’s organizer.”

The investigation is ongoing, and authorities are working to identify other possible participants in the crime.
