Suspicion against Vyacheslav Perevozkyn

The National Police of Ukraine announced suspicion against Vyacheslav Perevozkyn, the head of the pre-trial detention center No. 3 in Kizel, for violating the laws and customs of war, which led to the deaths of Ukrainian civilian hostages. Vyacheslav Perevozkyn held the position of acting head of the detention center since August 2024 and became the full-fledged head of the institution in November 2024.

Death of Ukrainian civilian hostages

According to the provided data, two Ukrainian civilian hostages died in the pre-trial detention center: Viktoria Roschyna and Yevgeniy Matveyev. On September 5, 2024, the detention center staff beat the newly arrived prisoners for four hours, among whom was Yevgeniy Matveyev. He died two days after the beating.

On September 8, 2024, journalist Viktoria Roschyna was transferred from Taganrog to Kizel. She was detained in August 2023 in occupied Melitopol.

Moreover, on September 12, 2024, the detention center staff beat Viktoria Roschyna and two other civilians. On September 19, 2024, documents regarding her death were processed in the institution. In April 2025, Viktoria Roschyna's body was returned to Ukraine. According to the forensic examination, there were signs of torture on her body. Posthumously, Viktoria Roschyna was awarded the Order of Freedom and the American Oxi Courage Award.

These events have triggered a wide social response and highlight serious human rights violations during the war. The head of the Russian pre-trial detention center is suspected of involvement in the tragedy that befell the Ukrainian prisoners, raising questions about compliance with international norms in the penitentiary justice system.
