Ukraine's Partial Fuel Cost Compensation Program
Ukraine launched a temporary program on March 20, 2023, to partially compensate citizens for fuel costs. Known as the National Cashback program, it is scheduled to run until May 1, 2026. The rebate amount varies by fuel type, with a maximum of 1,000 hryvnias per person per month. The program's overall monthly limit is set at 3,000 hryvnias. To qualify for the rebate, fuel must be purchased with cashless payments at participating gas stations. 'The cashback is only accrued during the actual payment for fuel at the gas station. If fuel is purchased in advance through mobile apps for fuel wallets, the cashback is not awarded.'
Compensation Rates and Allowable Uses for Funds
The compensation rates under the program are as follows:
- 15% for diesel
- 10% for gasoline
- 5% for autogas (LPG)
The funds received can be used for:
- utility bill payments
- purchasing Ukrainian-produced food products
- medicines
- postal services
- books
- charitable donations in support of the Armed Forces of Ukraine
As of March 20, 2026, major fuel station networks in Ukraine have already adjusted their fuel prices. The average cost of A-95 gasoline is approximately 72.6 hryvnias per liter, while the average cost of diesel is 81.8 hryvnias per liter.
The introduction of this partial fuel compensation program is a significant step to support Ukrainian citizens facing economic challenges, particularly rising fuel costs.
