Ukraine's National Cashback Program to Disburse January Payments to 4.1 Million Citizens on March 27

Payments for the national cashback program's January period will begin in Ukraine on March 27, 2023. Over 4.1 million participants will receive funds directly into their accounts. This initiative is a key government effort to stimulate the domestic economy by encouraging consumer spending on Ukrainian-made goods and services. Since the program's launch, citizens have purchased goods worth over 67.38 billion hryvnias using the cashback incentive.

Revised Cashback Accrual Rules

New cashback accrual rules will take effect from March 1, 2026. The standard 10% rate will be replaced with tiered rates of 5% or 15%, depending on the product category. This adjustment is designed to make the program more responsive to consumer needs and market dynamics.

Furthermore, a partial fuel cost compensation scheme was launched within the program on March 20, with the compensation amount varying by fuel type. Payments for February's cashback will commence shortly. It is crucial to note that cashback is only accrued for cashless payments on eligible goods and services participating in the program.

The Ministry of Economy, Environment, and Agriculture stated: 'Since the program's inception, citizens have purchased goods using the national cashback for a total exceeding 67.38 billion UAH. The program continues to operate stably, reaching millions of Ukrainians and incentivizing them to prefer Ukrainian products.'

Participation in the program requires a few simple steps:

  • Open a designated payout card with one of the partner banks;
  • Designate specific cards for making eligible purchases;
  • Grant the bank permission to share transaction data from those designated cards.

In the Diia app, under the 'Services' section, users can select a payout card from any partner bank.

Eligible purchases that accrue cashback include:

  • Utility bill payments;
  • Postal services;
  • Purchase of Ukrainian-produced food products;
  • Ukrainian-made medical devices or medicines;
  • Purchase of books and other printed materials;
  • Charitable donations, including those in support of the Armed Forces of Ukraine.

The national cashback program serves as a vital economic tool aimed at supporting domestic producers and boosting consumer activity.
