The Cabinet of Ministers of Ukraine adopted a resolution that obliges utility service providers to independently recalculate payments to consumers in case of non-provision, partial provision, or inadequate quality of services. This concerns heating and water supply, as well as the removal of household waste. This is reported by Interfax-Ukraine.
Recalculation of utility payments in 2026: what changes
As explained by the Ministry of Development of Communities, Territories and Infrastructure of Ukraine, the decision was prepared taking into account the consequences of massive shelling, particularly in January 2026. Due to attacks, there were prolonged interruptions in heating and water supply in several cities. In Kyiv, about 6 thousand apartment buildings had residents without heating after the shelling, some of them twice. Currently, reconstruction work in the capital is ongoing, and heating is being restored to approximately 250 houses.
The resolution establishes that the providers of utility services must record for each apartment building the number of days when services were absent or provided inadequately.
Recalculation of utility service fees without consumer requests
The new rules provide for an automatic compensation mechanism. In particular:

for days when services were absent due to the elimination of the consequences of shelling or emergencies, no charges will be accrued;

the cost will be recalculated for the entire period of non-provision, partial provision, or inadequate quality of services;

the results of the recalculation will automatically appear in the bills of the following month without requests from consumers.
The resolution comes into force on the day of publication and applies to charges starting from January 1, 2026.
