NATO Support and the Development of Ukraine's Defense Capabilities
For the first time, NATO will provide comprehensive financial and expert support to Ukraine's Defense Procurement Agency (DOT). This initiative is being implemented in collaboration with the UK's Office of the Special Defence Adviser. The DOT-Chain platform is set to become the foundation for digitizing defense logistics, with pilot reforms scheduled for 2026. A functional audit will be conducted with the involvement of NATO's IBAN structure. This move signals a deepening of institutional cooperation beyond direct military aid.
Separately, the 20th meeting of the Demining Coalition was held in Reykjavik, Iceland, where the coalition announced a new financial contribution of 2 million euros. In 2026, this coalition plans to allocate at least 165 million euros for technical support to Ukrainian units. The Coalition comprises 23 member states.
Negotiations with Key Partners
Ukraine's Minister of Digital Transformation, Mykhailo Fedorov, held talks with the Defence Ministers of Belgium, Theo Francken, and Spain, Margarita Robles. During these negotiations, Belgium confirmed its intent to transfer additional F-16 fighter jets to Ukraine and ensure a stable supply of spare parts. Agreements were reached with Spain on the possibility of testing foreign drones in combat conditions on the Ukrainian front.
Fedorov noted: 'We are expanding our partnership with NATO. The Alliance supports the strengthening of the defense procurement system—the development of the Defense Procurement Agency and digital solutions. This is a systemic renewal of approaches—through innovation, accountability, and streamlined processes.'
The Minister also emphasized key areas of cooperation with Belgium and Spain:
- strengthening air defense capabilities
- developing drone capabilities
- support for the 'Czech initiative' to supply the front with long-range artillery
Thus, cooperation between Ukraine, NATO, and partner nations continues to strengthen Ukraine's defense capabilities in the face of modern challenges. The provision of financial and expert support, alongside intensified military cooperation with Belgium and Spain, demonstrates growing international backing for Ukraine's efforts to bolster its resilience. This also underscores the critical importance of strategic partnership in responding to current security threats in the region.
As NATO strengthens its support for Ukraine's defense initiatives, the recent announcement marks a significant shift in the Alliance's approach. This partnership not only enhances Ukraine's defense procurement capabilities but also aligns with ongoing efforts to improve military logistics and operational efficiency.
